SURABAYA – Komisi D DPRD Surabayamendorong BPJS Kesehatan Surabaya mempunyai jalinan kerjasama dengan semua rumah sakit milik pemerintah, swasta,dan klinik kesehatan.
Menurut Ketua Komisi D DPRD, Agustin Poliana, hal ini digagas karena kalangan dewan sering menerima keluhan dari masyarakat saat berobat.
Masyarakat harus bolak balik serta pindah-pindah dari satu rumah sakit ke rumah sakit lainnya, karena rumah sakit tujuan masyarakat tidak memiliki kerjasama dengan BPJS.
“Saat kondisi mendesak dan butuh layanan cepat masyarakat pasti mereka menuju rumah sakit terdekat, tapi banyak penolakan karena tidak bekerjasama dengan BPJS dan ini salah satu kendala di masyarakat,” terangnya saat hearing dengan pejabata Dinas Kesehatan, 29 Maret 2016.
Untuk itu, Agustin berharap ada aturan yang mewajibkan jalinan kerjasama antara BPJS dengan rumah sakit dan klinik tersebut.
“Apabila tidak mau kerjasama ancamannya bisa ditutup atau bagaimana ini masih akan kita kaji,” tegasnya.
Politisi PDI Perjuangan ini menilai, layanan BPJS yang masih terbatas pada sejumlah rumah sakit tertentu mengakibatkan kelulitan masyarakat dalam mendapatkan layanan kesehatan.
Padahal, selama ini, sesuai Undang-Undang tentang BPJS, kepesertaannya diwajibkan untuk semua kalangan masyarakat.
“Semua masyarakat, PNS, swasta, atau lainnya wajib ikut BPJS sampai 2017, tapi di layanan kesehatan sendiri tak ada tekanan rumah sakit untuk menjalin kerjasama, selain itu pelayanannya sampai saat ini masih dirasa kurang maksimal,” jelasnya.
Sementara itu, Kepala Dinas Kesehatan, Febria Rachmanita, mengungkapkan, memang dari 60 rumah sakit yang ada, hanya sekitar 29 rumah sakit dan klinik yang telah menjalin kerjasama dengan BPJS.
Namun, penambahan dimungkinkan karena saat ini Dinas kesehatan bersama dengan Persi (Persatuan rumah Sakit Seluruh Indonesia) serta BPJS tengah menjalankan proses evaluasi apakah dapat diikat dalam kerjasama dengan BPJS atau tidak.
“Sesuai aturan memang rumah sakit milik pemerintah yang wajib bekerjasama,” tuturnya
Nurinda, Kepala Unit Hukum Komunikasi Publik dan Kepatuhan,BPJS Kesehatan Cabang Surabaya mengakui, pihaknya menerima beberapa permintaan kerjasama dari rumah sakit. Namun, untuk menentukan bisa bekerjasama atau tidak harus melalui proses seleksi.
“Dalam proses seleksi tersebut, melibatkan instansi terkait yakni Dinkes dan Persi,” katanya
Ia mengungkapkan, dalam proses seleksi tersebut dievaluasi fasilitas kesehatan yang dimiliki rumah sakit dan jumlah tenaga kesehatan yang ada.
“Dalam Perpres 12 Tahun 2013 mengatur tentang itu, jadi tidak asal-asalan untuk adanya kerjasama,” terangnya.
